The percentile which you can get depend on various factors like your category, difficulty level of exam, number of student appeared. So the percentile usually very slightly every year with respect to marks obtained.
So it is difficult to predict your exact cutoff. However woth previous year data analysis we can have an idea about the cutoff which one can get.
So If we consider you a general category student than with 130 marks in jee main 2020 you can expect an Overall Percentile in between 98.05 - 98.25
with this percentile you can expect a rank in between 15934 - 18084

It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 495 marks you hold a chance to get a seat in a Government Medical College
For example, in neet 2019, 451 marks for general category got a seat in a GOVT MEDICAL COLLEGE, under karnataka State quota and it was for Koppal Institute of Medical Sciences, KOPPAL

This is a very poor grade it will be difficult to get courses like Computer science under comedk. According to your marks you will get some collages but of low grade.
