You can go for IGNOU, it's one of the largest distance learning University in India, in fact it's admission for July session is open till 25th October, you can register at the admission portal at https://ignouadmission.samarth.edu.in/ other than this you can consider sikkim manipal university, even gauhati university offers courses in distance mode.

see in most of the university rules students of engineering course like b.tech or b.e may change their branch after first years study, since the first year syllabus is same to all the department, so it would easier for the student to grasp the subjects in second year studies what ever branch he/ she may allocate to. now the change of department solely depends on your first year academic score , you must secure a very high score of above 9 point cgpa to change the department, also there would be quite competition among students and highest scorer gets the priority.
another options is internal sliding , after getting admission in college you may apply for branch change, however it also depends on whether the particular department has seat vacant for more candidates.

Chances of you getting get any government college on the basis of this score are very low. But surely are good enough to take admission in any private institute all over India. But I would suggest you to first wait for the counselling results and observe which colleges you get and then decide accordingly.

The marks that you have obtained are really less. so it will be difficult for you to get admission into any of the government medical colleges or even in government dental colleges. The chances of you to get admission under management quota seats are also nil because of the low marks as this year cutoff have increased enormously high . I hope this was helpful

First of well done for scoring decent marks based on you category. You have mentioned that you belong to BC A category which is a sub category under OBC. The cut off for OBC category for NEET 2020 is 146-113. On the basis of this cutoff I think yes you can expect a seat in any government college. Obviously the cutoffs do vary a bit in different places but you could get an admission in any of the government colleges.
