The marks that you have obtained are little less so even though you belong from OBC category but there is no chance that you can get admission under 85% state quota government seat . While with this much marks you can still apply under management quota seats there is probability that you might get admission under management quota.

As you belong from SC category dear student and as you said you belong from uttar Pradesh in all India quota it will be not possible for you to get admission as your marks are so less but also under state quota it won't be possible for you to get admission in any of the government Medical and dental colleges. While you can apply for the colleges under management quota and I hope this will be helpful for you.

Cutoff is not officialy released by NTA but if we will see the last year reports It was 89.7. So In this year too we can expect almost 90 It might be very below to that too.
