You can change the branch if 2 conditions get satisfied. 1) if seats are available in respective branch. 2) you have sufficient score to be there in merit list to get admission in respective branch. Of both conditions satisfy at same time then you can change your branch.
It is very difficult for you to get cse branch on the basis of your percentile and rank and category. You can get through management quota. You should try to apply for state counselling of your specific state as 85% seats are reserved for state students.

Although UVCE or Dayanand Sagar are more or less same. But you should that college in which you are getting cse branch. UVCE is affiliated to Bangalore University. Also UVCE is slightly better than Dayanand Sagar in terms of placement, faculty. But your priority should Cse branch.
