You might be making some mistake, otherwise all the options of the college are there at the same site of josaa counselling, and there only you will have the options to lock the college, btw the last date of josaa is not today that's why you might not be able to lock it, but technically it is the only way to lock the options.

The cut off varies every year and is very uncertain to determine foe sure. But we can look at past years's cut off. I am stating the cut off for 2018, for a clear idea:

It is somehow difficult to predict exact colleges since the cutoffs and availability of seats in the successive rounds of counselling in JOSAA counselling vary each year. Your general rank is very low and with this you may not get into the top colleges, but with your state quota you may even get into CSAB, though it is a bit difficult.

For IIT Bombay number of seats is 1012 with intake 103 seats for female.
For IIT Madras it is 838
For delhi its 1,061
And Kanpur its 1,016.
Admission to Indian Institute of Technology, IITs would be done on the basis of JEE Advanced 2020 Rank.
While the Top IITs (which are also older and Zonal IITs) like IIT Delhi, Bombay, Roorkee, BHU and Kharagpur have over 1000 seats, while new IITs have few seats.
Each IIT is mandated to reserve 15 per cent of their PhD seats for SC candidates, 7.5 per cent for ST candidates and 27 per cent for OBC candidates.

*As per previous year cutoff , University Visvesvaraya College of Engineering, Bangalore closing cutoff for IS branch goes till 16,652. Also, you have great chance that you will get IS branch in University Visvesvaraya College of Engineering, if cutoff does no't go higher.

Since your rank is just double as compared to last year cut offs, still I would say that you have chnaces to get a seat as, there are always a possibility that many students don't join this year due to pandemic as the session is delayed therefore you might get a seat in the special rounds of counselling.
