Hello, HBTU Kanpur is a very good college and getting CS is very diffult as cutoffs are very high.

Last year fourth round of counseling cutoff for CS for Obc category was 24505- 31889
And this is crl rank so, it looks not possible for you to get Cs here.

According to my analysis there are very less chances of getting an NIT, usually it's like 95+ percentile who would strive to get into NIT. But you might try by waiting until the last round .

Hello, you have not mentioned your rank so it's diffult to predict a exact rank and at this rank chances of getting north eastern Nit may be there like Sikkim, Nagaland,Manipur, Mizoram with branche like civil engineering for this you have to wait till spot round of counseling.
