Sorry to say but you are not eligible for NTSE (National Talent Search Examination) according to 2020 eligibility criteria if you have scored 58% as the minimum percentile required is 60%. You can try for other exams.

you can't apply for any other state for their 85% state quota seats.

But yes you can apply for 15% all India quota in other states.

This is rule and we can't obey it.
