Yes you can apply for the government job. The main criteria for getting the government job is you have to clear the exam which ever you are applying. And also look after the age eligibility.

According to the category rank you have mentioned in the question you cannot get CSE in any of the top NITs until and unless you deserves Home state quota for them as per previous year's cut-offs but yes you can get CSE in some average NITs like NIT
