NRI Quota.

4.1.2 Overseas Citizen of India (OCI) Candidate will be eligible for Government

You have plenty of chances to get into NITs. You should have mentioned your home state too. Following are the NITs where you may get into.

1. NIT Bhopal
2. NIT Calicut
3. NIT Jaipur
4. NIT Allahabad
5. NIT Tiruchirapally

Yes you can apply for the government job. The main criteria for getting the government job is you have to clear the exam which ever you are applying. And also look after the age eligibility.

According to the category rank you have mentioned in the question you cannot get CSE in any of the top NITs until and unless you deserves Home state quota for them as per previous year's cut-offs but yes you can get CSE in some average NITs like NIT
