Based on previous years' cut-off trend for 110 marks your expected rank could be 16,000 or more. In 2018, it was 16,500. The cut-off depends of plethora of factors like students appeared in the exam, how many students have score more than you, level of difficulty of the exam,etc.

As this year neet cutoff is expected to be much higher, the chances to get merit based admission under government qouta with 253 marks for bhms are very low under your mentioned category.

This cannot be sure as cutoffs vary every year depending upon many factors.
