the actual cutoff for cse in vishnu college last year was 47458,so i reckon u may not get a seat in this college. i suggest u that there are lot more colleges u can get cse with this rank like aditya (tekkali),and lot more local colleges in vishakapatnam. better check

As you have mentioned let me tell you that 15% reservation is kept for  All India Quota Counselling seats and 85% is kept for State counselling already so no seats are shifted to state quota. The seats are filled according to the cutoffs rest are kept for mop up
