For PO recruitment, if someone is already a TO in the organization, he had to compete between all the TO of that organization to be a PO. But, if someone directly had to become a PO, without being a TO, he had to compete under all India quota for the same.

Basically for all the exam there are certain things to do and this is basic one:
Know the cucet syllabus
Understand the exam pattern,marking scheme, prepare accordingly.
The most important thing is the perfect book because many people get confused about which book to be used for preparation. And previous years question papers.
Prepare a proper plan on how to cover the syllabus on time.
Solve previous year question papers and solve paper as much as possible.
Mock test is most important so you can get idea about different question to be asked.

As per your question, as you have an average rank in TS EAMCET so you may not be able to get old and outstanding colleges but you may get some good college in the branch of CSE to have your degree there as per BC-A category .Colleges are :-

Now, you have not mentioned the college name by referreing with "this college in Mumbai" So, I would give the possibilities based on all the Mumbai colleges MBBS or BDS.
As you want to take admission in Mumbai, so hopefully you have state domicile and even if you are from another state you will go through the All India counselling for 15% seats in Mumbai college.

Basically political science is based on understanding and not rote learning.
So firstly for a fresh start you need to understand which subjects carries more weight age in your examination.
Like if you are weak in Indian politics you can start coaching anytime you want according and depends on how weak you are in that particular subject .
