According to me,In every councelling there's chances given to everyone that if some one want to select there seat or not as like in JoSaa councelling.

Well for veterinary colleges, a separate counseling is done on the basis of neet score to fill up the seats for all the different types of colleges in India including both private and government ones. You will have to separately register for that counseling to claim a seat.
