The cut off for rank in 2018 for BC-D category was as follows for admission to Computer Science Engineering in M V G R COLLEGE OF ENGINEERNG, VIZIANAGARAM
So BC-D male candidate it is difficult to get seat for female BC-D candidates the chances are good to get seat in CSE. However, cut off changes every year depending on number of candidates qualified, difficulty of exam and number of seats available etc.

Total number of medical college offering MBBS in India is 542

in Lucknow itself there are 33 college for D pharm some colleges hold entrance exams to admit students while other colleges may not do so and take admission based on your merit of 12th class. Most of the entrance have been conducted so chances are very slim for admission. You will have to check a few college by calling them if seats are available. As most of them are full.

Nothing to worry about it NC-OBC certificate is for your category verification only. You will be considered under OBC category not General Category.
But the worst part that you did is that you did everything without undertaking. For that you can contact the conducting body responsible for holding the exams.

There won't be much difference between newly established Medical colleges and older medical colleges as there won't be any placements according in medical colleges and also the exam conducted, practice, lab, infrastructure etc will be more concentrated in newly established colleges as the batches of students will be less. Hence there won't be any problems. The main think you need to see is the lab and practical facilities with professors and practice after studies. If the college is new and it has hospital too then it will useful and there are more chances that they may provide you practice in their own hospital.

so as you may already know, Lady Shri Ram College cut offs are really high and and there a lot of competition for just a few seats in every branch.
To answer your question, your admission with 90% marks will depend on the branch you choose and the category you belong to.
A general category student cannot get into any branch at Lady Shri Ram with 90% marks.
According to this year's, 2020, cut off list (5th) the only branches you can get with 90% in reserved categories (SC, ST, OBC) are:
- B.Sc. in Mathematics
- B.A Hindi
- B.A Sanskrit
only these branches had cut off marks below 90% for reserved categories at least.
