According to previous year's cut offs you might have a chance to get into IIT Kharagpur or IIT Roorkee (Open Category).
If you are a general caste student then you might get admission in some of the really good colleges, provided you are under home quota. That means if you belong to the same state as the college. You can get admission in Maulana Azad Institute of Technology (Bhopal ), National Institute of Technology (Hamirpur), National Institute of Technology (Patna), National Institute of Technology (Raipur). Otherwise if you are SC/ST then your chances are even more. However, if you are not under home quota for these colleges you can try for state counseling like Punjab, Haryana, MP etc.

Hello There ,
You can get many new IIT's in good branches , and apart from these you can also get BHU/Dhanbad in branches like metallurgy , mining etc , as seats have increased this year onwards .
Apart from iit's you can get IIST , RGIPT , IIPE so you can try for them also based on your jee advanced rank . You can also take admission in IISER .

It will depend on the top NEET score and your Category. Because the cut offs for General Category is 50 percentile of top NEET score. It is 45 percentile for General Category- PWD and 40 percentile for OBC,SC,ST. Now this is the formula and in 2019, the cut offs were:
General Category: 134-701
OBC,SC,ST: 107-133
But this year the cut offs might increase atleast by 15-20 marks and if that happens you might not qualify. But if the cut offs remain the same, you will still not qualify if you belong to General Category but will qualify if you belong to OBC,SC,ST.

I hope you are doing well . If you don't have EWS certificate then it is better to go and make a certificate. Because you will need it for every exam and post.
Changing your preference because you don't have the certificate is not advisable.

It's difficult to predict the possibilities of admission. It depends upon the cut-off. It changes every year. It depends upon a lot of factors such as the exam pattern, the number of students appeared, the number of students qualified, whether you belong to any category or not. However the ap EAMCET rank depends on the combination score of ipe and eamcet. With 3895 rank the chances of getting admission in government colleges seems less. To get admission in government veterinary colleges you need to score 80-89 and rank should be within 1500. The admission is done through AIPVT exam by VCI.
However, with 3895 rank the chances of getting admission is there. This data is based upon the last year's cutoff.

First of all congratulations for your result. You know that cutoffs change every year. But if we go through last year's cutoffs, then the closing rank for CSE in KL University lies around 7000 to 15000 rank and you have secured a rank 3478 which is really good. So based on the previous year data, you have fair chances of getting a seat in KL University. You may or may not get Computer Science branch but in other branches such as Electrical, Electronics you have good chances.

As you didn't mentioned your category so am considering you under open category. So as per your marks you may get college for CSE branches like:-
