Josàa will give an undertaking form if an aspirant does not provide obc ncl certificate.Although,josaa has not provided any official notification about this. At time of registration of jee advanced, many of the candidates were not ready with obc certificate,so they had provided a seperate form to submit those certificates are under process . But try to take out your obc certificate as soon as possible.

As IIIT Bhagalpur has started in 2017 so till now there is no first batch who has passed out. Therefore, nothing can be said about the placement part. Also, a sthe campus is actual of Bhagalpur college of engineering and not of IIIT itself so the infrasture needs maintainance and replacement. Overall taking admission in such a new campus is a risk as there are no placement records. However if you take admission there then you will get to know about the records in next year.

Dear candidate both colleges are good. You can go for either of them but it's mandatory to think ab out your interest right now. Because which stream you choose decides your future planning and job. I advise you to contact someone who is from ece or cse department and get yourself acquainted with it.

CSE is more inclined towards core pragramming that are used and ece is more about circuital part. Both have quite similarities.
