Yes you will get a seat but based on the rank you have mentioned top government colleges might be a little difficult to get. Admission chances depends on the number of seats available, number of people competing with you, your overall rank , category, and whether you have home or other state quota(farmer quota or non-farmer quota). You may use the college predictor tool to know those colleges you may get. Remember , it only predicts possible option based on previous year cutoff.

I hope you are doing well, about your question. If you are not happy with mechanical drop it and joint a frest course in IT. This is 1 way you can achieve your goals.
2nd option is try placements in IT companies where you will get the required training in coding concepts. Many mech graduates are placed in ECE and IT industries so if you are good enough than you will be about to work in IT fields
Another option would be taking up online certification courses this will not only help you to boost your knowledge but even help you to build up your resume for better placements. Try to gain all the necessary knowledge in programming that will help you alot.

Since you have passed your 12th standard from Andhra Pradesh, your home state is Andhra Pradesh. In a general sense , if a candidate has studied in a state for minimum 5-7 years, then it means that he/she is resident of that state. Since , you have not mentioned the exam regarding which your query is related to , I assume it is about NEET. According to the 85% state quota rules a person claim the benefit if the candidate has completed/appearing his/her 10th and 12th from the state, possess a valid domicile in the state, and possess a residency proof of the state.
