The state counselling is only done after the NEET (National eligibility cum entrance examination) results are out and then the counselling round begins. You will have to clear it, later you have to register in the official AYUSH website giving you NEET score.

No there is no seats to be increased for ex servicemen quota. In CAP category involves 2% for the children of Armed Personnel which is Ex-Servicemen, Defence Personnel. Even  including the children of Border Security Force (BSF) and the Central Reserve Police (CRPF).
