Hey dear, cutoff varies every year, if you see the last year's cutoff which went very high that even students getting 500 marks were unable to get a govt. Mbbs college. Since you asked for bams and bhms, so with 350 marks there are chances for your admission in govt.
According to your category rank you can get NIT but not top NITS. In andhra pradhesh you may get NIT seat near to closing rank for few branches like electrical,electrical and communications,mining,metallurgy,chemical.Around andhra pradhesh there are NITS like NIT warangal,NIT surathkal etc in which there is no chance of getting

The UPSC examination is held for jobs inn the Indian Administrative Sector. For eligibility to the examination, you need to have a Bachelor's Degree from a recognized Board or University. It is not mentioned what field it needs to be in, so you can go for any field
