As For the A.P Eamcet if you have studied for  6 Consecutive years in the same place then not required but if you study in different areas then you should need the residence certificate to claim the local status, there is reservations as per the 371D Article in

Your home state will be Tamil Nadu, according to the OBC certificate that you got  from the state Tamil Nadu. And the OBC certificate is valid only in Tamil Nadu as the certificate is not issued under the central OBC NCL list.

Based on your rank you have chance to get lower IITs. To get IITs your rank is below than 2.5K. You can IITs but you can not get core branch. NO worries there are many college that you may get with your desired branch.
