It is difficult to tell you the exact admission posiblities because cut off of RPVT varies each year due to several factors but as per the details shared by you, and the ptevious cutoffs, it is very difficult that you grab a BVSc seat in government veterinary college in Rajasthan as the previous year cutoff for general category in RPVT was 588 marks,

Dear candidate the RVR & JC college of engineering has fees of approx 1.12 lakhs per year. It's cutoff for ECE branch is around 9500 by AP-EAMCET every year. While the cutoff for ECE branch in VRSEC ranges from 6000 to 25000 and fees being around 1.1 laks per year. For the B. Tech programme the median salary is almost similar in both the colleges, the difference is very less. You can compare both the colleges on Careers360 college compare:

You haven't mentioned your marks, nevertheless you can go through previous year cut-offs under state quota to get a idea regarding your admission possibilities against your respective category;
For government dental college
Government seats in private colleges;
Remember that cut-offs vary every year based on multiple factors like seat matrix, marks obtained in exam, toughness level of paper, total number of candidates participating in the exam etc.

It has been officially announced that NEET 2021 will be conducted with reduced syllabus. It might be reduced by 30%. The HRD Minister did announce this. But hte syllabus has not been officially declared yet. So studying from NCERT books is the best thing to do. And NEET 2021 schedule will be released in December. The reason why NEET 2021 syllabus is being reduced is because of reduced Academic year. Then NEET 2021 cannot be postponed. But let us wait for official information regarding NEET 2021.
