See it is little bit difficult to suggest that whether you will get seat in any government college in Delhi or not because different colleges have different cut-offs for State quota
CSE and IT are two of the most preferred branches with excellent placements, faculty and research facilities at Jadavpur University. I believe in spite of having West Bengal Domicile or not, you will requite atleast an AIR of 200 for securing a confirm seat in either of the two branches.

I am afraid to say that with 20,070 EWS Rank and AIR 127 K in JEE Mains Paper 1, you would not be able to get any NITs, despite UP as a home state. EWS Rank of 5000 could have fetched you NIT Allahabad, but it is challenging

If this is your jee mains rank, then in ews category it is quite low, in counselling give preference to some top nits but choose the lower branches, but go for all the branches for the low ranked nits.
