You haven't mentioned if your query is regarding any specific government colleges since there are many, admission process of MCA can be done through entrance test such as MAH CET MCA. NIMCET, OJEE, TSICET to name a few or it can be based on the merit of the qualifying

VIT is good but its not like IIT KGP because the alumni IIT KGP have is considerably large. The placement scenario for most of the trades are very good. Apart from this the exposure in terms of research, academics provided by an IIT can't be compared to any other college.
