Even in the obs category you percentile is not promising that we can predict whether you can get a seat or not in the nits or iiits.

But yes your percentile is good so you may get a seat in some other colleges.

Yes , B.Sc in Food technology is provided by the Govind Ballabh Pant University Of Agriculture and Technology, Pantnagar.

The first year fees is INR 41,736.

The course is of 3 duration.

Bsc Food technology  degree is not accredited by ICAR like other degrees programmes like B.sc Agricultural.

You are doing diploma in mechanical engineering. Which is great.. After completing your diploma you can get lateral entry in 2nd year BTech in engineering colleges. But you don't want to pursue engineering I guess.
