In phase v counselling of VITEEE examination you will get VIT Amravati or VIT Bhopal campus. You can't get VIT Vellore campus. But which branch you will get its quite difficult to predict. Because we all know every year cutoff marks different. So you may get ECE branch also

Yes, you can fill up form as general category student. If you don't have any OBC category certificate then you consider as general category student if you are sign application form as OBC category student. So it's not any problem. You can apply as a general category candidate.
