Yes, if you have cancelled the seat that was allotted to you in JoSAA counselling you can participate in CSAB counselling. Candidates who haven't reported in the college allotted in JoSAA counselling or candidates who withdrew the seat allotted in JoSAA counselling are eligible to participate in CSAB Counselling.

The eligibility criteria to be eligible to study BBA through DU JAT is that a candidate must have passed 10+2 or it's equivalent with 60% aggregate marks in Mathematics, English and any two electives taken together (best four). For SC, ST, CW, PWD it is minimum 55% aggregate marks

If you are applying under ews category in the attempts then the best of four attempts will be counted , but if you have filled general category in first three attempts and ews category in fourth attempt then according to me only the last cutoff will be counted
