The rank which you have mentioned is a decent one but your EWS rank is good and you can definitely apply you are willing to but getting top colleges in this particular rank would not be possible because of the higher cutoffs for top colleges but definitely you will

Colleges affiliated with the University of Mumbai are virtually opened.

Teachers and staffs has to follow 50% attendance,  so they visit the college twice a week ,only if they can travel .

Students are still not allowed to visit the campus for regular classes.

So for that it is somewhat low score. You should have scored 400+ marks then you have safe chances.
