As there is not officially mentioned that phase 1 candidates cannot appear in phase 2, so you can apply in phase 2 examination which might charge you some additional fees. But you have a great opportunity to perform better than phase 2.

Yes you can select the '12th Appearing' option as it counts the same year of passing after complete result declaration of all boards of education. After you select this option, your year of passing/ appearing will automatically mention the year 2022.
