It seems you wanted to pursue law and you have missed the deadline for filling the forms. Usually extensions are offered by various exam conducting institutions for filling forms but seems that you have missed them as well. Just to be optimistic and hoping for the best I would suggest you to call the helpline number and mail them as well as ask them whether any procedure can be done now to fill forms along with late fees. This is the only viable option otherwise now next year you can apply for law entrance exams. Another thing I would mention here is that if you are professionally Qualified, i.e. if you are CA, CS, CMA, etc. you can go to any local law college and ask them whether they give admission only basis of professional qualification.

No , irrespective of your percentile in jee main, you cannot get admission in IIT Hyderabad or any IIT on the basis of JEE main.
This is because,
admission in IITs is completely on the basis of JEE advanced rank .
JEE main is just required to be qualified in order to be eligible for JEE advanced examination
Minimum percentile in jee main 2022 to qualify it to be eligible for jee advanced is given below :-

There's no relationship between neet 2020 and neet 2021 as while filling neet 2021 application form you do the fresh registration and then fill the application form.
Moreover, your both boards are valid as It's not like you have given two regular board examination in the same year if that was the case then this would have been illegal but this isn't the case with you as you have passed 12th from state board in 2020 and cbse board in 2022 i. e different years so it's completely legal.
So, now that you have filled cbse 2022 12th details you won't face any problem not even during counselling.
