The management quota seats are the fixed by the colleges and the candidate selected for that seat are giving the higher fees which are ansked by the institutions and it is very high amount which are taken by candidate but the paid seat quota has selected the students

Hello

Management quota has a higher fee management quota seat takes donations from students for admission whereas the paid seat quota is given to students as per rank based so its fees are lower as compared to the management quota seat.

I got 75% above in all subjects combined (p, c, m, english), and also the "per subject 60%" criteria too. but my percentage of only p+c+m out of total p+c+m is just 74.68%. and, i also checked that theyre asking for individual eng marks (cbse) too. so, am i eligible for bits pilani, or not?

With 74.68 % i. e less than 75 % in PCM aggregate , you are not eligible

This is because,

To be eligible you need  at least 75 % in aggregate of maths, physics, & chemistry   .
