The syllabus mainly depends on collage and varies from collage to collage but for a general idea I would like to brief you that CSE with specialization in AI has all the things which are being taught in CSE stream with some more additional courses related to AI.
In JOSAA Counselling Category Rank(OBC Rank for you) will be considered but in CSAB round General rank is considered.

According to your rank It's very difficult to get an NIT but you can try for NITs in CSAB Round (Spot Round).
In Uttar Pradesh you can get seat at HBTU Kanpur which is a good GFTI. At Hbtu you can get Electrical Engg. ,Electronics Engg. etc.
