Yes definitely you can. In several Engineering institutions Diploma holders can have the privilege of Lateral Entry provision and they get admission in direct 2nd year. However remember that IITs, NITs do not offer lateral entry provision. You have to start from 1st year.

Delhi Technical University does not offers admission into Diploma in engineering courses.It offers Lateral Entry admissions to Diploma Engineering students into B.tecg degree courses.

No, there's no age limit for PhD but the age limit for Junior Research Fellow (JRF) is 28years. PhD and JRF are different. Let me explain.

For JRF, after qualifying in CSIR you can get the fellowship which will be of 5 years (2years of JRF+3years of SRF).
