The Basic eligibility criteria to do post graduation program is one should have completed Graduation degree from a recognised Board of University. Diploma course after your 10th cannot be considered as your graduation degree. So you are not eligible to apply for PGDM.

Yes, you need to pay the fees. If you are alloted the seat in first round you need to pay the fees so that you can participate the further round. In case you have not been alloted any seat than you need not to pay it.
