With 388 general rank in the BHU PET, you can be rest assured of the admission in the MA English course as the cut off rank generally is as high as 500-600. As far as getting main campus is concerned. I don't think there's much chance, but yes

GGSIPU and its affiliated colleges offer reservation to candidates on the basis of their category (SC/ST/OBC/PwD), domicile(Delhi & Outside Delhi Region) and Defence quota (as per the Govt, rules).

Yes , it is neccessry to clear the iterviews of the institute from which you have got call , this is there selection criteria if you havent converted the call then you have to look for other collegesor to give the entrance again if you are unable to get any

Your rank in cet in Bcom hons is not quite well. So surely you are getting admission in one of them but it might not be the best college  . While some of the colleges that you can get into are
