The cutoff for jounralism obc category is in between 80-90. Since you will be changing your stream you will face a deduction of 1-3%(depending on the college) from your best four score.

You haven't mentioned the name or code of the course in which you have secured 8.3k rank in CET.
IP University offers various Undergraduate courses and depending upon the no. Of colleges or course, 8.3k can be considered good for some courses while for some not so popular

Since GGSIPU reserves 85% of the seats for delhi students and rest for outside delhi and with this rank you have less chance to get JIMS,kalkaji, any other IPU college.

But you can get other IPU college in spot round if there is any seat vacantDo your choice filling

Yes, you can get admission in IP University for BBA but with 20k rank you won't be able to get premier institutes like Maharaja Surajmal Institute or Maharaja Agrasen Institute.
The college you get would be near average. So if you want to take admission in IP University
