This year GGSIPU has declared that they will not be conducting IPU CET for MBA courses. They will be admitting students in MBA course on the basis of its national exam i.e. through CAT. So yes IPU CET 2019 will not be conducted this year for MBA course.

Abhishek according to your score/percentage in graduation , I would advice you to give XAT , MAT because both these exams do not require any eligibility criteria as far as graduation percentage is concern .

Yes, there are courses for students aspiring for mass communication, provided by hundreds of different colleges and universities.
There are number of mass communication course like,
1. Diploma course in development journalism:- Basically a Diploma course for a period of 4 months.
2. Diploma in Journalism and mass communication:-
For biotechnology, you need to have maths as your main subject along with physics, chemistry and biology. Hence you can only apply for the course if you have maths as your main subject in 10+2.
If you do not have maths as your main subject you can go for BSC
