No, Kashmiri migrants are not exempted from IPUCET.

You can appear for the exam if you fulfill the eligibility critera. According to the eligibility criteria if you want to appear for IPUCET exam you should have minimum aggregate of 55% marks in Physics, Chemistry and Mathematics.
