No , you cannot join OUTR without either OJEE or JEE Main - direct admission is not possible .
If you do have a valid JEE Main score , you must register in the OJEE portal and choose OUTR during counselling .
If you have missed OJEE Phase 1 , check the eligibility for Special OJEE Phase 2 .
NOTE - Diploma students can  directly enter into 2nd year via OJEE lateral entry .

Unfortunately, you have very little chance of being admitted to government as a BDS, BAMS student if you received 83 marks on NEET 2025 and are in the general category. Even for reserved categories, the cut-offs for the majority of government BDS/BAMS colleges are significantly low.

So, it's unlikely in the initial list, but you can still wait for further rounds as there are cases where the waitlist moves and seats open up if students withdraw.

However, your chances are better for CSE or its specialisations in other campuses like Navi Mumbai, Indore, or Hyderabad. These campuses generally have lower closing ranks compared to the main Mumbai campus.

Since you're from Haryana and scored 464, getting a government MBBS seat under the All India Quota or even Haryana state quota might be difficult, especially for the unreserved/general category. Most government colleges close at higher marks, usually above 540–550 for General category in Haryana.

But don't worry—there are still decent options available for you.

With this score, you have a fair chance of getting a private medical college in Haryana under the state quota or even in other states through management quota. Colleges like MM Institute of Medical Sciences (Mullana), SGT Medical College (Gurugram), or others in Karnataka, Tamil Nadu, or Uttar Pradesh may be within reach under private or management quota seats.

You should definitely apply through both All India Counselling and Haryana State Counselling. Also, keep an eye on private college cutoffs in states like Rajasthan, UP, and Tamil Nadu, where sometimes the closing scores are a bit lower.

If you're open to options like BDS, BAMS, or BHMS, your chances increase even more, as the cutoffs for those are usually lower.
