Yes, you are eligible for NEET and Veterinary courses if you fulfill the required PCB (Physics, Chemistry, Biology) percentage criteria even if you failed in Mathematics.
You must have passed in Physics, Chemistry, Biology/Biotechnology, and English individually.
Minimum required marks (General Category): 50% aggregate in PCB
For OBC/SC/ST: 40% aggregate in PCB
Mathematics is not mandatory for NEET eligibility. Since you passed Physics, Chemistry, Biology, you can appear for NEET if your PCB aggregate is above the required percentage.
For Veterinary ,eligibility is same as NEET eligibility.

if you have scored more than 50% in your class 12 from C.B.S.E. or I.C.S.E board there is a good chance you can get the college of C.B. Patel Arts it's a merit based college and it can be considered a top tier one

If you are preparing for Class 6, focus more on basic maths, reading, and general knowledge like science, India, sports, etc. If you are preparing for Class 9, you should study Maths, English, General Science, Social Studies, and reasoning questions.
Some good books to use are the AISSEE guides from Arihant or MTG. Solving previous year question papers is also very helpful. You can also read your NCERT books to understand the basics clearly.
Try to practice maths every day, read for 30 minutes, and solve at least one model paper every week.
