Yes , the candidates are exempted fro. PhD entrance test of IGNOU.

Candidates who have completed their MPhil (along with course work) or have cleared NET or any other equivalent exam will be exempted from appearing in IGNOU entrance exam.

yes,aspirant those who have net certificate are exempted from the entrance as net is  major exam conducted by NTA net and top rank holders are able to crack this exam,so certificate is issued to them.
