The basic eligibility criteria for Diploma holders is that they should be diploma holder in engineering stream recognised by AICTE OR STATE board of technical education of 3or 4 year duration with atleast 55% marks

Then the availability of admit card is in 1st week of Nov 2020 and the expected date is 1st/2nd week of November. There must me delay so be checked on official website Daily

If we estimate your rank according to your secured marks in IPU CET, it is expected that you will a get a rank of 5000+.  Also, one can't estimate exactly the rank vs the marks you've secured in the exam. This is because IPU never declares the marks

Below 500 Rank - More than 350 marks

500-1000 Rank - 350-330 Marks

1000-2000 Rank - 330-310 Marks

2000-3000 Rank - 310-290 Marks

3000-5000 Rank - 290-250 Marks

So, i suppose your rank will be more than 5000.
