If you are expecting NITs or SPAs with this score then you shouldnot.
To get into NITs ot SPAs you need a rank under 2-3K. so, with 15K rank i dont think you would be able to get any good government college.
As of now even to get a decent college even 5K rank will not be suffiecient. but you can try for some of the private colleges of bengal and punjab.
