Hello student,
Yes, You can apply for D.Pharma course i.e a diploma course even if you have 61% percent marks as in admission criteria vary college to college and university to university. So first you have to finalize to which college or university you want to go for and if you are satisfying their own basic criteria for admission then you can get admission there.
But, Yes there are college where you can get admission with this score. On the other hand you can apply through management quota.
