A post is advertised as UR (PWD) . Can a normal person, i.e. a person who is not under pwd category can apply for the position?

I am afraid that if it is specified that the post is for a PWD ie. Person With Disability candidate, then it cannot be applied for by a non-PWD candidate. If it goes vacanct for a long time, then it might get converted into a non- PWD post later.
