After completing 1 year engg in other cllg can I join 2 year in any other cllg directly having backlogs ??

no you cant as no college will accept a student with backlogs. Why should they? The guidelines for transfers are pretty strict so please complete the backlogs as that is the first necessary step yoou have to take.
