First of all you must mention the counseling name that for which counseling you have asked your query.

Now assuming that you are asking about josaa counseling, then yes you can get a seat in colleges via josaa counseling.
Now if you have secured jee mains rank, then yes you can eaily participate in josaa counseling.
After that you have to fill the choices in your preferred order of colleges.
After that lock choices and wait for the main round counseling to take place.
Now, if you got alloted a seat then, you can accept it (or not). If you accept that seat then you will have to produce the documents for verification and after that you will get provisional admission. And then you will get admission in your alloted seat in your alloted college.
So, as you can see, in counseling you will not get seat with your choice, but, you will be given the seat as per your rank during counseling.
