hi,
see it would depends on the post graduate course you intend to take after completing the graduation, generally some of the college admission form release on april to may, that times in most colleges final year exam state is not completed. so despite of a final year candidates you may apply for exams like gate, CAT, pgcet to apply for post graduate courses.
so you must aware of the form filling date and regularly check for updates.
