Yes if you withdraw before 6th Counselling then you are eligible for CSAB Counselling. You have to register again for the CSAB Counselling.
Candidates who can apply for CSAB Counselling are as follows-

The candidates should possess state code of eligibility as per the JoSAA 2018 rules or as notified by the 12th standard qualifying exam mark-sheet or as notified by the Union Territory.

The candidates should not have been allotted a seat during the special vacant seat filling round.

Candidates should not have reported against an allotment in the previous JoSAA rounds.
-
Those candidates who reported at the reporting centre but their seat was cancelled due to change of category and are still unallotted will be eligible.
Candidates who reported against their allotted seat but withdrew before the sixth round of JoSAA 2018 counselling will be eligible.
The candidates who paid the initial fee of Rs. 45,000 (Rs. 20,000 for reserved categories) but did not report for allotment will be eligible.
