Solution :
Let the rate of flow of water of the river be $x$.
Speed of boat in still water = 12 km/h
Let the distance be $y$ km.
According to the question,
$\frac{y}{12-x}=2 × \frac{y}{12+x}$
⇒ $12+x=24-2x$
⇒ $3x=12$
⇒ $x=4$
Hence, the correct answer is 4 km/h.
