any one here tell me please is the tier 3 exam in ssc chsl needs to be compulsory be cleared by the all post such as deo and ldc ?

Yes, for the posts of LDC and DEO, SSC requires the selected candidates to undergo Tier- 3 examination which is of qualifying nature.
For the post of DEO, you will have to qualify Skill Test conducted by SSC. In this test, a candidate should have data entry speed of 8,000 Key Depressions per hour on the basis of the correct entry of words/key depressions as per the given passage and the duration of the said Test will be of 15 minutes.
And for the post of LDC, you will have to qualify Typing Test conducted by SSC. Candidates who have opted for English should have a typing speed of 35 words per minute and those who have opted for Hindi should have a typing speed of 30 words per minute which will be examined on the basis of the accuracy of typing on the Computer of a given text passage in 10 minutes.
