Well now your question speaks of three parts. The answer for the first part is - Yes, they need 65 per cent in aggregate of all the four years.

The next part about conversion of CGPA to percentage will be done by your University itself.

While the third doubt about rounding off the percentage, let me tell you my friend, no percentage is rounded off, even if it's 64.9999% it'll never be rounded off to 65%.
